Black eye pea salad with tomatoes and peppers

3 tbsp olive oil
2 tbsp balsamic vinegar
1 clove garlic
1 tsp granulated sugar
1/4 tsp each salt and pepper
2 15 oz cans black eyed peas rinsed and drained
2 plum tomatoes cut in to 1"
1 red bell pepper in 1/2"
1 jalapeno

Whisk first 5 ingredients together until combine.
Add remainder of ingredients.
Garnish with parsley if desired.
